JK Tick Rate at 80 msec

Description
This .reg file will set JK's tick rate to 80 msec in the registry, and JK will use it. You can't normally set the tick rate to anything lower than 100 msec within JK. 80 msec seems to be good for those using broadband Internet connections. More extensive testing is needed, but it's here for the masses.
